Battle with Terror cannot be qualified as either pure offensive, or pure defensive warfare. Although, it has many distinctive elements of both. The obscure nature of battle with Terror, and particular U.S. homeland battle, needs to be defined, recognized, and accepted, as unconventional total siege warfare with systematic and persistent efforts by aggressors-terrorists to attack and destroy defensive structures, economy, the civilian society of the United States at large, and finally, brake the will of the Nation to resist.

In order to stay alive in this type of warfare, the Nation ought to possess the following three most important properties:
1. Invincible fighting Spirit of homeland defenders with ardent consent and ideological accord of the U.S. population to resist aggressors, usually called “the will of the Nation“;
2. Economic means to provide all basic material necessities required to sustain fighting Spirit and performance of U.S. homeland defenders, as well as reasonable high standard living conditions of the U.S. civilian population, for as long as being under terrorist siege;
3. Advanced fortifications that are suitable for terrorist total siege warfare and capable of preventing terrorist’s efforts to attack and destroy cities, towns, and villages in the United States with conventional weapons and Weapons of Mass Destruction; advanced fortifications turning the United States into anti-terrorist country-citadel.
