(Read more...)  They will finally end the ongoing all-National hostage crisis, and protect U.S. cities, towns, villages against terrorist attacks with  both conventional weapons and Weapons of Mass Destruction. 

Unfortunately, all U.S. programs concerned with threats of possible attacks with Weapons of Mass Destruction have been always the subject of controversy in the past. For instance, plans to evacuate large cities populations to rural areas in case of attacks with nuclear arms were totally abandoned in the early 1980s in the United States. These plans were rejected by many state and city governments as “unfeasible and unrealistic”. 

There is no doubt, that the very concept of the United States as anti-terrorist Country-Citadel set with permanent fortifications and arms necessary for survival of the Nation will just add more oil into almost extinguished fire of old controversy linked to analogous survival programs dumped in the United States in the early 1980s. It is quite predictable that the idea of anti-terrorist Ideological and Economic Weaponries described in this work earlier is not going to be enthusiastically and easy received in the United States either. 

Some may passionately argue that the concept of Country-Citadel armed with anti-terrorist Ideological and Economic Weaponries, is “unfeasible and unrealistic” too. They may also wrangle that all these anti-terrorist strategic arms and permanent fortifications are as much useless for the United States, as the abandoned survival programs in the past. 

These concerned voices have a sound point: no “nuclear catastrophe” has happened in the United States in the end. Therefore, the strongest argument they may use is that all big efforts and all big money that could have been spent on “futile” survival programs in the past would have been foolishly wasted. It is hard to disagree with this observation too. 

Even so, one should become aware of a great deal of difference between the early 1980s and nowadays. The early 1980s were “old good times” of the Cold War with effective deterring Instruments that made usage of Weapons of Mass Destruction just theoretical threats. Can the very same Instruments discourage terrorists from their attacks against the United States now? No, they cannot. Terrorists openly and publicly unleashed their objectives to “wipe out from the World Map” entire states and nations. 

Can anyone in a right mind guarantee that terrorists-aggressors are not going to make use of Weapons of Mass Destruction, if they get them? No one can assure that every single terrorist act is going to be detected and prevented in the future either. Accordingly, terrorist attacks with Weapons of Mass Destruction against the United States are not “just theoretical threats” anymore. They are only a matter of “what”, “when”, and “where”. 

The concept of the United States as Country-Citadel and American Towns as fortrsses set with advanced permanent fortifications and armed with strategic anti-terrorist Ideological and Economic Weaponries derives from an extreme need to defend lives of U.S. civilians, cultural values, and material supplies in “life or death” battle with Terror on the American soil. Turning the United States into anti-terrorist Country-Citadel is a must to “secure the Blessings of Liberty to ourselves and our Posterity”.

Last week I mentioned a story about a Barrack Obama campaign office in Texas where the Cuban flag was seen by television cameras. Of course, the video clip does not show Obama with a Cuban flag. It merely shows Obama supporters with a Cuban flag. In a related story, when Nicaraguan President Daniel Ortega speaks glowingly of Obama’s “revolutionary” campaign, he is not saying that Obama is a Sandinista with good Marxist-Leninist credentials. Tactical and Strategic Economic Instruments of Mass Terror

Any economic means utilized in order to break enemy’s will to resist are in fact Economic Weaponry. Usage of economic means in battle existed throughout all the History of War. Economic blockades, for instance, have been always an integral part of “conventional” Economic Weaponry utilized in siege warfare of the past. This type of Economic Weaponry is proven to be extremely powerful as means of operation. 

Economic blockade could become a devastating weaponry in total siege warfare. The most recent example in usage of “conventional” Economic Weaponry is the 900-day (1941-1944) economic blockade occurred in siege of the City of Leningrad (currently St. Petersburg, the Russian Federation) by Germans during World War II. More then 1.25 million people perished as a result of deprivations of food, energy, and other material necessities during the siege of the city. 

In contrast, economic means as material of global strategy happened to be one of the latest perilous achievements of modern warfare. It greatly differs in scale from all types of economic means used in battles of the past. The very first, and almost accidental use of economic means as material of strategy was performed during the Arab-Israeli Conflict of 1973. It was initiated by the Arab Oil Producing States by imposing an embargo on oil exports to countries being friendly to Israel.

Surprisingly, the Arab Oil Producing States discovered new and extremely powerful strategic arms of modern warfare. The Arab cutbacks created a chain reaction of panic on the part of oil companies, consumers, oil traders, and some governments. The embargo on crude oil, that represented a loss of just less than 7 percent in world supply, turned into the major World Energy Crisis of 1973. It hit especially hard the National Economy and general population of the United States.  

1973 was a historic year of the birth of strategic Economic Weaponry capable of manipulating foreign and domestic policies of sovereign States with their dependency on basic material necessities. It became self-evident that all basic necessities including production of food, clothing, shoes, housing, energy, medical supply, transportation, communication, entertainment, and etc. could be turned into strategic materials in modern warfare. 

Accordingly, countries with a lack of basic material necessities became “economic hostages” of other countries who realized their strategic advantage by offering “cheap” basic material necessities as an integral part of International Trade. It also became evident, that any weak spot in production of basic material necessities could be taken advantage of with a price manipulation at a time of peace, and a potential threat of using lack of basic material necessities as Economic Weaponry against nations and states at a time of war. 

Terrorist’s general line of attack consists of exhausting entire human and economic resources of the Nation by employing any available Instruments of Mass Terror. One of them is Economic Weaponry. Using it, terrorists expect the U.S. National Economy to collapse, and consequently, achieve their strategic goal to “wipe out from the World Map” the United States. The following are general strategic directions of using Economic Weaponry against the United States by International terrorists:

1. Damaging the National Economy to the point of breakdown by terrorist acts on the territory of the United States with conventional and unconventional weapons;

2. Ruining the United States financially with high cost damages inflicted by terrorist acts, pricey false alarms, expensive “one-man-hunt” military anti-terrorist operations, and etc.;

3. Jeopardizing the International Trade by destroying existing supply lines with terrorist acts on the ground, in air, on sea, in ports, and etc., including, but not limited to supply lines of basic material necessities imported by the United States from foreign countries;

4. Blackmailing foreign States, producers, and suppliers of basic material necessities with all sorts of punishments for both, political and economic ties with the United States;

5. Cyber-attacking U.S. networks on the Internet, compromising security of electronic transactions, jeopardizing E-commerce, counterfeiting U.S. dollars, and etc.

Ideological Weaponry is relatively new type of arms added to the arsenal of modern warfare. It differs from means used in psychological warfare in principle. Although, both aimed at destroying enemy's will to resist. Ideological Weaponry became possible as a direct result of latest developments in modern technology, military and civil. Depending on a type of utilized technology, Ideological Weaponry could be either conventional or unconventional. Both types could be effectively utilized in terrorist siege warfare. 
 
In general, terrorist Ideological Weaponry combines two parts: human and technological. The human part is what one could call a “smart fuse” - ideologically charged combatant intended to sacrifice own life for a sake of destroying an enemy. The technological part is “ammo” - any type of explosives often combined with different means of transportation - motorcycles, cars, trucks, boats, airplanes, and etc.- utilized by combatants to annihilate an enemy for a price of own life.

Conventional type of Ideological Weaponry had been widely used on battlefields of World War II. Spontaneous suicide attacks commonly performed by Soviet soldiers going with grenades against Nazi tanks, suicide pilots-kamikazes, the kaiten - human torpedoes modified as a suicide weapon, and used by the Imperial Japanese Navy in the final stages of the Second World War deliberately attacking the U.S. Navy are both clear examples of using conventional Ideological Weaponry. 

Unconventional type of Ideological Weaponry also consists of a human part - “smart fuse” - ideologically charged combatant intended to sacrifice own life to destroy an enemy. The difference is in a content of technological part - “ammo”. In unconventional Ideological Weaponry “ammo” is any type of Weapons of Mass Destruction - nuclear, biological, chemical. Due to inevitable sacrifice of a combatant, all current types of Ideological Weaponry could be qualified as disposable arms.

Suicide bombings is Ideological Weaponry of Islamic jihadists. It is single most powerful Instrument of Terror in terrorist siege of the United States.
