The President hasn't apologized enough

President Barack Obama has made abject apologies for the actions of his predecessors a cornerstone of his foreign policy. In his recent trips to Europe and the Caribbean, he apologized for the arrogance of President George W. Bush, and he sought forgiveness for the latter's treatment of terrorists captured after 9/11. But Mr. Obama should go further.
