No return to a status quo. Part II - Problem
High density populated urban areas are objectively most vulnerable to all sorts of terrorist attacks. They are “soft” targets for usage of Weapons of Mass Destruction by terrorists, and creating “no return to a status quo“ scenarios. Therefore, in order to save lives of people after explosion of a Weapon of Mass Destruction all survived residents ought to be swiftly evacuated from contaminated areas. This is a task of a Biblical proportion.
Evacuations from high density populated areas will comprise in numbers of a minimum 12 (twelve) million people in New York City region, approximately 10 (ten) million people in Los Angeles Metropolitan area, about 8 (eight) million people in Chicago Metropolitan area, 6 (six) million in Boston Consolidated Metropolitan area, 5 (five) million in Philadelphia Metropolitan area, and etc.
This massive evacuation task that has to take place within first few critical hours after explosion creates logistic nightmares in minds of all planners. No wander! It requires instantaneous and total evacuation without returning to their homes in observing future entire populations of Metropolitan Areas. Evacuations of that enormous magnitude never occurred in the history of the United States, or anywhere else.
For a long time “no return to a statue quo” catastrophic scenarios were regarded as just a “theoretical” possibility. Moreover, total evacuation of millions people from contaminated after a discharge of Weapons of Mass Destruction areas were always considered as not to be viable by many military experts.
Therefore, “no return to a status quo” scenarios were not paid enough attention in the past. Currently, neither one of 300 Metropolitan areas in the United States has comprehensive detailed Emergency Civilian Evacuation Plans of a mandatory evacuation of populations in case of a setting off Weapons of Mass Destruction by terrorists.
One does not have to be a rocket scientists in order to predict that terrorist acts with usage of Weapons of Mass Destruction ignite major political, economic, and social crisis in the United States. Millions of Americans may become refugees in own country.
Many of the US Citizens who are accustomed to a comfortable living may forever lose their homes, personal valuables, money, jobs, businesses. It is very possible that they may never get back to the same standards of living aftermath.
One should ask all sorts of raw questions related to consequences after explosions of Weapons of Mass Destructions. For instance, what may happen if Insurance Companies due to colossal damages inflicted by terrorists will not be able to meet their financial obligations and pay all insurance claims? May that create a financial meltdown in the U.S. National economy?
There is another difficult question: what may happen if some refugees will not succ-umb to post-evacuation hardships mentally or socially? They will be turning themselves into a danger to others. There will be an epidemic of mental illnesses related to a post-explosion stress, There will be an appearance of all sorts of ruthless gangs looting properties and fighting for basic necessities.
It is possible to anticipate that the Government may not have enough men power to maintain the order during first few most critical hours after an explosion. The situation may come to a point of a total lost of control in some areas, States, or even regions. It is realistic to forecast a collapse of the Law and Order simultaneously occurred in many places all over the United States after explosions of Weapons of Mass Destruction.
Predominant majority of the deprived people surviving horrendous terrorist attack with Weapons of Mass Destruction will desperately need basic necessities: food, water, clothing, shoes, shelters, medical aid, and etc. Many of the refugees will be totally relying on the Government help in basic necessities, and all of them in security.
However, the Government will be able to provide necessary assistance to the refugees just to a certain extent and for a some period of time. No one asks another raw but sober question: what may happen when the Government reach own limits? This is the most frightening question no one really has a clear answer to. Will be continued...
