Islamic gihadists have waged a total war against the United States with a clear strategic objective to exhaust the Nation’s human and economic resources, and consequently, brake the will of the American people to resist Terror. Therefore, in order to thwart enemy’s aspiration, saving lives of the U.S. civilian population and sustaining ability to produce basic necessities, should become main objectives and priority in battle with Terror on the American soil.
There is no doubt, that the homeland battle with Terror creates a serious dilemma of strategic asymmetry for both, the U.S. Government and the U.S. population. Unavoidable new terrorist attacks on the American soil, regardless of a usage of weaponry and material impact, will become major triumphs for Islamic terrorists, and the “Achilles’ heel” for the Nation.
Terrorist attacks creating “no return to a status quo” disasters will provoke an extreme negativity in “public opinion”, turning the U.S. Government into a scapegoat, regardless of performance in preventing acts of Terror in the past. The sad irony is that for all new terrorist attacks on the American soil only terrorists should be blamed and accountable for.
However, there is a reason to hold the U.S. Government responsible too. “No return to a status quo” scenarios call for new creative Instruments and Forces necessary to preserve, protect, and defend lives and the welfare of the American people. These Instruments and Forces are not available, yet. The most important survival Instruments are carefully designed and implemented Emergency Evacuation Plans for “no return to a status quo” blows.
These Emergency Evacuation Plans need to be developed for every of 300 Metropolitan Areas in the United States. Moreover, those comprehensive evacuation procedures should be observantly tailored for each Metropolitan Area. And most importantly, they ought to be thoroughly “dress rehearsed” with entire local populations in advance. Everyone in the United States must be prepared and know how to deal with “no return to a status quo” calamities!
Devastating scenarios of “no return to a status quo” call for establishing Emergency Services formed a new National anti-terrorist Civilian Self-Defense Force of a minimum 60 (sixty) million able volunteers.

The well regulated anti-terrorist U.S. Civilian Self-Defense Force must be wholly responsible for “rehearsing“, drilling, coordinating, and implementing all stages of a total evacuation of local populations in case of a real disaster. However, the very existence of these survival Instruments and Forces will fail without an initial call for mobilization of the Nation in the War on Terror. This call is the Government’s responsibility too.
Terrorists are not “little enemy“, and it is impossible to be a “little” involved in battle with Terror. The total terrorist war waged against the United States requires total mobilization of the Nation. The latter will inevitably bring major alterations in the current way of life of all American people.
